The course begins with a historical survey: the role of the two emerging powers in the 19th century, the impact of the Russian Revolution, World War II and the origins of the Cold War. It then looks at thematic issues of the last 30 years: the arms race, Third World rivalry, and the domestic foreign policy process. In the final section we look at the causes of the collapse of the USSR, and the problems posed by the power vacuum this has created.
