Is inner city poverty inevitable? Are poor communities inherently vulnerable and unstable communities? Is government policy a primary cause of poverty? This seminar examines inner city poverty and the "underclass" considering these questions among others. In the first part of the semester, we will approach this subject historically in order to understand 1) the processes and relationships which contribute to the production of ghettos and 2) the assumptions which underpin popular and policy ideas about the poor, especially the African American poor. In the second part of the semester, we will investigate contemporary policy debates.

Short papers plus research paper. Students will lead seminar discussions.

Students are expected to have taken courses in African American Studies, American politics, ethnic studies and/or urban studies. Unless preregistered students attend the first class meeting or communicate directly with the instructor prior to the first class, they will be dropped from the class list. NOTE: Students must still submit a completed Drop/Add form to the Registrar's Office.
