From civil wars and weapons proliferation, to trade wars and
job protection, to refugee flows and environmental
degradation, the world is full of problems where national
leaders face conflicting pressures to coordinate policy and
to act (or avoid taking action) for strictly unilateral
reasons. What conditions and strategies promote stable
cooperation in mixed motive situations? This seminar will
consider alternative explanations, such as self-interested
bargaining, elite learning, epistemic communities, and
internal politics. Students will have the opportunity to
apply these theories of cooperation to a substantive problem
of their choosing.
