A virtual tidal-wave of democratization has swept the world in the last twenty-five years of the twentieth century with more than forty countries shifting from authoritarian to democratic forms of government. The seminar begins with an examination of competing theories that seek to explain democratic transitions. It analyzes the factors that might complicate democratic transitions, including the challenge of combining political openings with economic reforms, ethnic conflict, and grappling with past human rights abuses. The seminar also assesses the prospects for democratization where democracy does not as yet exist, such as China. Finally, the seminar considers normative and empirical arguments in favor of the spread of democracy.
