The end of the Cold War marks a turning point in American
foreign policy, a time for rethinking both our means and
goals and our methods of making policy. To ground
predictions about the future in knowledge of the past, the
course starts by looking at the history of U.S. foreign
policy. We will pay special attention to ways in which
competing views of foreign policy shaped past decisions and
drive contemporary debates. Since there is often a gap
between stated policy preferences and actions undertaken,
we will then look at how the process of making foreign
policy decisions influences outcomes. During the final
weeks of the course, we will examine some of the key issues
facing architects of a new foreign policy for the United
States.
