A comprehensive introduction to congressional politics with an emphasis on the process and policy consequences of recent reforms in election laws, committee and leadership structures and administrative oversight. The course will also consider the implications of the increase in congressional support staff, the emergence of powerful Public Action Committees (PACS), the development of the congressional budget process, the relations between the House and Senate, between Congress and the President and for Congress as an effective policymaker. We will assess the role of Congress and the job of the congressman in the 1980s.

EXAMINATIONS AND ASSIGNMENTS

There will be a midterm, either a research paper or a group mock project (such as a mock Senate debate) and a final examination.

ADDITIONAL REQUIREMENTS and/or COMMENTS

Unless preregistered students attend the first class meeting or communicate directly with the instructor prior to the first class, they will be dropped from the class list. NOTE: Students must still submit a completed Drop/Add form to the Registrar's Office.
